Foundry is a Minecraft Paper plugin with an addon API. It loads developer-created ability packs from its plugin folder and lets those addons register custom player powers that respond to in-game actions.
For Minecraft server owners
Add a compatible Foundry addon JAR to plugins/Foundry/packs and restart your Paper server. Foundry discovers addon JARs at startup; it does not currently include an in-game pack browser or reload command.
For Minecraft plugin developers
Implement Foundry's FoundryAddoncontract, register abilities through FoundryAPi, and bind them to supported player actions. The documentation follows the APIs implemented in the repository.
